BHEL Tender: Issues tender for 1200 MW Khavda Solar PV Plant in Gujarat

Under Tender No. TGPWCC0038 Bharat Heavy Electricals Limited (BHEL), Solar Business Division, Bengaluru, has launched a worldwide tender. Including three years of operation and maintenance (O&M) for a (4x300MW) Khavda Solar PV plant, this tender is for a pre-bid tie-off for the choice of a contractor for design, engineering, supplies, construction, erection, testing, and commissioning.

The project spans a power evacuation system as well, although it does not contain PV module or tracker supply. The project calls Khavda, Kutch, Gujarat through video conference and the pre-bid meeting is set for March 17, 2025 from 2:00 to 3:00 PM. The contract comprises four sections: 
With a 15-month period, supply of all necessary components for the commissioning of the project (apart from PV modules and trackers) and with essential spares. 

Work on commissioning and correction, lasting for 15 months. Starting after the completion of phases 1 and 2, the project has comprehensive O&M for three years. 

Seven years from the O&M completion date, thorough AMC for essential items. Each block of 300 MW has an earnest money deposit (EMD) of Rs 10,00,000. 

Should a bidder quote for several blocks, the EMD adjusts as well: Rs 20,00,000, three blocks (900 MW), Rs 30,00,000, four blocks (1200 MW), Rs 40,00,000 two blocks 600 MW.

The contract will be awarded on the basis of lowest price quoted in INR per MW. Price reduction during negotiation with the customer will lead to a corresponding reduction for the vendor.
