Born on December 13, 1974, in Bokaro Steel City, Jharkhand, Dr. Patra pursued his medical education at Veer Surendra Sai Institute of Medical Sciences and Research, Sambalpur, and later completed his Master of Surgery (MS) in General Surgery from Srirama Chandra Bhanja Medical College and Hospital, Cuttack.
